As managing director of Europe and Asia Pacific and a member of the Cielo Global executive team, Seb O’Connell helps shape the strategic direction as the company continues to expand. Under his leadership, Cielo in the past two years has opened additional offices in Budapest, Singapore, Manchester and Manila. He joined Cielo in 2015 after serving as managing director for Randstad Sourceright UK. He is passionate about truly understanding the root of the talent acquisition challenges and ambitions of his clients. He previously served on the EMEA Regional Advisory Board for the HRO Today Services & Technology Association. O’Connell is frequently quoted in the media and is a highly regarded speaker at conferences and seminars.

Prior to his role as CEO, Saoulli was group board director of the company; before that, he held leadership roles in Rullion Solutions and Rullion Management Services. Prior to joining Rullion, he worked at General Electric. Saoulli holds an MBA from INSEAD and a master of science in economics from the University of Warwick. In 2018, Rullion ranked 14th on Staffing Industry Analysts’ list of the largest staffing firms in the UK. The company also launched a new specialist Talent Consultancy division in 2018.

Frank Farrelly is COO and co-founder of Sigmar Recruitment and has served as president of the National Recruitment Federation’s executive committee since 2016. He leads the team that lobbies the government on employment legislation, recruitment matters and GDPR, and was instrumental in helping the Federation secure an Apprenticeship in Recruitment practice on the Irish National Framework of Qualifications in 2018. Farrelly has been a nonexecutive director for The People Group. In 2018, Sigmar Recruitment formed a strategic partnership with Groupe Adéquat, one of the 50 largest global staffing firms in the world, according to SIA. A graduate of UCD Michael Smurfit Graduate Business School, he currently sits on the external interview panel for the MBA programme at Dublin City University.

Stefano Scabbio was appointed president of Mediterranean and Eastern Europe for ManpowerGroup in 2015, adding Northern Europe in June 2017. He joined ManpowerGroup in 2003 as financial director of Italy. He became managing director of ManpowerGroup Italy in 2006 and was named president in 2007. In 2008, he became a member of the Europe, Middle East and Africa strategic executive team, and in 2010, with the newly created Southern Europe region, his role expanded to regional managing director of Italy and Iberia. In 2014, Scabbio also became president of Assolavoro, the Italian Association of Private Employment Agencies. He is the founder and president of LinC magazine (Lavori in Corso).

François Béharel, CEO of Randstad France, was appointed to Randstad’s executive board in 2013. He is now responsible for France, Spain, Portugal, Belgium & Luxembourg, Brazil, Argentina, Mexico, Chile and Uruguay. He started his career when he joined Vedior in 1999 as a regional manager. Following various promotions, he became CEO of Vedior France in May 2007. Following Vedior’s 2008 acquisition by Randstad, he was appointed president and CEO of the newly combined Randstad Group France in 2008 and played a key role in the integration of its businesses. In 2017, Béharel also became chairman of Ausy SA, Randstad’s new international consulting and engineering firm in advanced technologies.

Lord Michael Ashcroft is an international businessman, author, philanthropist and pollster. He was appointed nonexecutive chairman of Impellam Group plc in 2014. Ashcroft resigned from the House of Lords in March 2015, stating that his other activities did not permit him “to devote the time that membership of the Lords properly required”. He is the founder and chairman of Crimestoppers, vice patron of the Intelligence Corps Museum, a trustee of Imperial War Museum, a trustee of the Cleveland Clinic in the US, ambassador to SkillForce, a trustee and president of the West India Committee, chairman of the Trustees of Ashcroft Technology Academy, and chancellor of Anglia Ruskin University in the UK.

Rob Zandbergen is CEO of Recruit Global Staffing in the Netherlands. The group was previously known as USG People until it changed its name on 1 January 2018. Recruit Global Staffing is responsible for managing all of Recruit Group’s staffing activities. Zandbergen was appointed as the CEO of USG People in 2010, after serving as the company’s CFO since 2005. He was CFO of Belgian staffing group Solvus between 2003 and 2005, when the company was acquired by USG People. In addition to his work at Recruit Global Staffing, Zandbergen is a member of the supervisory board of the Dutch Flower Group and was appointed to the supervisory board of Dutch energy company Eneco Holding in March 2015.
