Frank Farrelly is COO and co-founder at Sigmar Recruitment, leading a team of more than 120 recruitment professionals nationwide. Over the last seven years, Farrelly has been a committee member, treasurer, VP and secretary for the National Recruitment Federation in Ireland and was elected NRF president in 2016. He was part of the NRF team that lobbied the government on the Agency Workers Act, Zero Hours Contracts and ‘If & When’ contracts. Farrelly recently led NRF’s efforts that secured the hosting of the 2018 World Employment Conference in Ireland.

Farrelly was nonexecutive director for The People Group from 2005 to 2009; he currently sits on the external interview panel for the MBA programme at Dublin City University and has delivered courses for The Ryan Academy and The Smurfit Business School.

Stefano Scabbio was appointed president of Northern Europe, Mediterranean and Eastern Europe for ManpowerGroup in June 2017, expanding his responsibilities to include Northern Europe. Stefano also leads European sales and marketing. Scabbio joined ManpowerGroup in 2003 as financial director of Italy. He was appointed managing director of ManpowerGroup Italy in 2006 and was named president in 2007. In 2008, Scabbio became a member of the Europe, Middle East and Africa strategic executive team, and in 2010, with the newly created Southern Europe region, his role expanded to regional managing director of Italy and Iberia. In February 2015, he was appointed president of Mediterranean and Eastern Europe. In 2014, Scabbio also became president of Assolavoro, the Italian Association of Private Employment Agencies. He is the VP of Bocconi University Alumni Association and is a current director of Junior Achievement Italy.

Stefan Kölbl is chairman of German firm DEKRA SE, which includes DEKRA Personnel, the temporary work and training and education division of the company that posted revenue of €520.9 million in 2016. Kölbl joined DEKRA in 2000 after working as a management consultant. He became chairman in 2010. Kölbl was appointed managing director of the economically ailing DEKRA Akademie in 2003. Within two years, Kölbl succeeded in turning around what is today’s largest private training service provider in Germany. He was then assigned to DEKRA’s automotive services unit in 2006.

Bettina Schaller oversees the public affairs activities of The Adecco Group, encompassing regulatory and policy issues and the group’s memberships in employers’ associations at the global and European scale. She is a board member of the World Employment Confederation, VP of WEC Europe and chair of the WEC Europe Public Affairs Committee. She is a member of the B20 Employment and Education Task Force, sits on the OECD Employment, Labour and Social Affairs Committee, supports the GFMD “responsible recruitment” efforts and acts as company focal point for the Global Apprenticeship Network and the World Economic Forum.

Sheridan trained with Ernst & Young before he joined Robert Half in 1996, where he focused on accounting and finance recruitment, progressing to regional director in 2000 and managing director in 2005. His background in finance has been instrumental in developing and executing strategy, helping the business successfully navigate the challenges of recent years.

In October 2016, Matthew Taylor was appointed to lead an independent review into modern employment in the UK. The resulting “Taylor Review of Modern Working Practices,” published in July, considered the implications of new forms of work on worker rights and responsibilities, as well as on employer freedoms and obligations and how to address future challenges facing the UK labour market. At press time, it is unclear how or whether any of the recommendations will make their way into legislation.

Taylor is the CEO for the Royal Society for the Encouragement of Arts, Manufactures and Commerce. Previously, he was the chief adviser on political strategy to Prime Minister Tony Blair. Other roles include Labour Party director of policy and deputy general secretary and chief executive of the Institute for Public Policy Research, the UK’s leading left-of-centre think tank.

Volker Enkerts is the president of the Employers’ Association of Personnel Service Providers, also known as BAP. In 1992, Enkerts was elected as a board member of the German Association of Private Employment, also known as the BZA, and progressed to the president role in 2004. The BZA and the Employers’ Association of Medium-Sized Personnel Services merged to form BAP, of which he was elected president. Enkerts is also a board member of the Confederation of German Employers’ Associations. Furthermore, Enkerts is chairman of the statutory accident insurance institution, VBG, and runs Hamburg-based FLEX-TIME GmbH as owner and managing director.

Kevin Barrow is a partner with law firm Osborne Clarke. Since 1990, he has advised staffing companies on all types of legal work including commercial deals, international joint ventures and M&A. His multicountry team works for more than 100 hirers and suppliers on market-leading UK, EU and international flexible workforce — MSP, RPO and VMS — projects, regulation of digital recruitment and online exchanges, tax planning relating to flexible workforces and worker misclassification and coemployment class actions. Barrow has led a campaign to change the regulatory regime affecting online exchanges, and in the last three years has rolled out staffing/MSP deals in 40 countries.

Herwig Muyldermans is the general director of Federgon, the Belgian staffing association. He plays a central role in negotiating with the Belgian government and its social partners on behalf of the Belgian staffing industry. His perseverance is helping result in the removal of one of the last restrictions to temporary agency work in the country; the federal government announced in 2014 that staffing providers would be able to provide services to the public sector, and the Flemish government echoed the decision in 2016. Before joining the association in 1990, Muyldermans occupied senior positions at the Belgian association representing the clothing industry.

Andrew Hogarth is CEO of Staffline, which supplies up to 35,000 workers daily to more than 1,300 clients. Staffline also provides services to the UK government-funded Welfare to Work and Skills arena. Hogarth has been with the company since 2002. Private equity firm Living Bridge funded the management buyout of the firm in 2000 and introduced Hogarth as finance director. Hogarth helped float the firm on AIM in 2004, became managing director in 2005 and has been chief executive since 2009. He is a certified neuro-linguistic programming coach.
