Frances Lewis is a senior lawyer with international law firm Osborne Clarke LLP and leads its workforce solutions sector team. She has been advising staffing businesses since 1997, including some of the first UK MSP and RPO deals in the early 2000s. Lewis advises on commercial, regulatory and workplace tax aspects of engaging and supplying contingent workforces in the UK and internationally. Her recent work includes helping staffing supply chains reduce tax risk; setting up hire, train and deploy models; working with talent platforms to address regulatory and payment services risk; and helping staffing companies and consultancies operate on a statement-of-work basis.

As CEO of Hays plc’s German and continental European and Middle East markets, Dirk Hahn leads 14 of the 33 countries in which the company operates. Hays plc is the sixthlargest staffing firm in the world, according to SIA. Germany contributed £245 million of Hays’ reported net fees of £1.19 billion in fiscal 2022. Hahn joined Germany’s board as COO in 2008 and the group’s executive board in 2018. He began his career in 1997 at Ascena, which was acquired by Hays in 2003. Hahn holds an MBA from the University of Tübingen in Tübingen, Baden-Württemberg, Germany.

Ingrid Hofmann is CEO of Hofmann Corp., parent company of global staffing and recruiting agency I.K. Hofmann (also known as Hofmann Personal), which she founded in 1985 in Nuremberg, Germany. She expanded rapidly into Eastern Germany upon the fall of the Berlin Wall in 1989. That same year, the birth of her daughter led to her commitment to make the worlds of work and family compatible. I.K. Hofmann is the fifth-largest staffing firm in Germany and the 22nd largest in Europe. In 2007, Hofmann was awarded the Federal Order of Merit by then-Federal President Horst Köhler.

Even Hagelien has been director of staffing industry for the Norwegian Federation of Service Industries and Retail Trade since 2007 and has represented Norway at the private employment industries’ international bodies since then. In 2011, Hagelien co-founded the Nordic Network for staffing federations. Since 2019, he has been a member of the global board of the World Employment Confederation. Last year, when the Norwegian staffing industry was put under political pressure, Hagelien advocated on behalf of the industry to defend its interests through campaigns which highlighted the positive social impact of staffing.
